2022 FIFA World Cup Scenario-Based Planning

February 1 @ 11:00 am EST

The 2022 FIFA World Cup will be held in Doha, Qatar from 21 November to 18 December, 2022. This is the first time the competition will be held in a Muslim country, as well as the first time the tournament will be held in what is effectively a single city. For these reasons, the tournament will present significant and varied security challenges which have not been previously encountered. Using the “red-teaming” method, Matterhorn identifies some of the key challenges likely to be encountered and discusses possible mitigations.

Learning Objectives

  1. Understand the ‘red-teaming’ methodology, how it is conducted and how it can be helpful.
  2. Develop an understanding of the unique cultural and societal structure of Qatar.
  3. Develop an understanding of the unique security challenges associated with a football (soccer) tournament.
  4. Understand the mitigations which can be employed for the challenges of the event.
